Youth+ is an initiative of Edmund Rice Education Australia. The Flexible Learning Centres (FLCs) offer a full-time and multiyear secondary education program for young people disenfranchised from mainstream schooling. Young people typically express a broad range of complex education and social needs and the FLCs respond with a variety of flexible and innovative teaching and learning practices including vocational planning and the development of social connectedness.

The Xavier Flexi Schools Network includes Mt Isa FLC, Ipswich FLC, Townsville FLC and the Centre Education Program at Kingston. Young people who attend include indigenous and non-indigenous young people of secondary school age disenfranchised by mainstream education fora range of reasons and may include:
- Young People who have had contact with the youth justice system;
- Young People in the care of the State;
- Young People with a history of trauma;
- Those with a history of extended periods of unexplained absences;
- Those who are highly mobile;
- Those with mental health issues
- substance abuse;
- Those who have been excluded or repeatedly suspended from school;
- Those who are homeless;
- Those who are young parents;
- Those with a generational history of early school leaving;
- Those with a generational history of unemployment;

The Co-Head of Campus works in partnership with the other Co Head of Campus and shares delegated responsibility from the Principal, XFSN for the management and leadership of the campus and any outreach services related to that campus. They provide leadership and supervision to staff and the young people of the campus, working collaboratively with the Heads of Campus XFS, Network Team members and Youth+ personnel.
The Co-Heads of Campus are responsible for the day to day operation of the campus in keeping with the policies, procedures, guidelines and legislative requirements applying to the facility.
Previous experience in the Education profession is essential. Previous experience at a leadership level is preferred.
All applicants will require or be eligible for
- Registration with the Teacher Registration Board of Queensland.
The employee in this position is required to demonstrate leadership involving self directed application of knowledge with substantial depth in education and youth practices.
Skills and Knowledge:
- Demonstrated high level of skills and knowledge in education and youth theory, process, frameworks and ethics.
- Demonstrated high level ability to analyse complex situations and implementation of appropriate strategies to enhance the professional practice of teaching and non teaching staff
- Demonstrated high level skills and knowledge in supervision theory, process, frameworks and ethics
- Demonstrated in depth understanding of child protection policy and practices
- Demonstrated capacity to lead a multidisciplinary team
- Demonstrated high level capacity to work collaboratively and establish and maintain professional relationships with all stakeholders – external and internal
Principles of Operation (Respect, Participation, Safe and Legal, Honesty):
A primary responsibility for this role is to maintain fidelity to Operation by Principle and the best practice guidelines as articulated in the Youth+ Foundation and FLC Occasional Papers (available on the website)
Duties and Responsibilities:
The responsibilities with the following Position Description will be shared by the Co-Heads of Campus. Duties and responsibilities will be allocated after consideration of strengths and shared where appropriate.
1. Educational Leadership:
- Oversees the learning choices framework in the School
- Collaborates with the Principal and XFSN Team and Centre staff to ensure a socially inclusive learning choices framework that responds to the physical, intellectual, social, spiritual and cultural needs of young people
- Compiles and maintains with staff collaboration the timetable for young people and staff.
- Work collaboratively with the team to ensure program provision is culturally appropriate
- Ensures the school offers all young people appropriate accredited and non-accredited learning opportunities to meet the individual needs of each young person
- Ensures each young person has a current personal learning plan though which their engagement and educational program is negotiated
- Ensures all reporting requirements are complied to Ensures an effective and appropriate transition program is provided for young people.
2. Relational Leadership: Young People
- Ensures the school responds to the pastoral and wellbeing needs of each young person.
- Ensures child protection preventative procedures are established and implemented according to policy
- Establishes and maintains partnerships with parents/carers and families of young people
- Maintains a visibility and presence amongst the young people and staff of the School
- Establishes and maintains communication, rituals, the calendar and celebrations for the young people and staff
- Engenders a culture of safety within the centre
3. Relational Leadership: Staff
- Develop and lead a culture of professional supervision
- Lead staff in regular whole team reflective practice sessions including daily staff debrief and regular staff meetings
- Assist staff in their professional development and personal formation.
- Leads staff in the development and implementation of the School’s Operational and strategic planning process
- Supporting staff in their professional development through informal and formal process (e.g. participating in regular supervision, performance development reviews and reflective practice)
- Supports a new staff induction process
- Ensures staff are familiar with and compliant with EREA policy frameworks including the Code of Conduct.
4. Identity Leadership
- Leads the Campus in line with the cultural characteristics of the Charter for Catholic Schools in the Edmund Rice Tradition
- Ensures the relevancy and expression of the mission, values and charism is evident to staff and in the operational and strategic practices of the Centre.
- Responsible for inner leadership and self care, through spiritual development, personal formation and professional development.
5. Administrative Leadership
- Maintains appropriate records and prepares reports as required by the Principal
- In consultation with the Principal and Infrastructure Coordinator, oversees the building services, facilities and security of the Centre Implements the risk management plan
Works in partnership with the Principal and Team to:
- Administer enrolment procedures in accordance with the Enrolment Policy
- Engage parents, carers and the community, keeping them involved and informed.
- Compile and complete statistical, census and other returns as required by EREA, Government, QCEC and other bodies. Take responsibility for the financial management of the School Participate in selection and recruitment processes for School staffing
- Leads the implementation and development of appropriate local community Support groups.
- With Director/Delegate Youth+ implement school improvement and renewal framework (SIRF) and maintain compliance with annual government reports
- Maintain up to date provision of data required systemically
6. Develop and coordinate external support networks
- Liaise and develop service referral and provision with government and non government agencies at appropriate levels to support health, mental health and wellbeing needs of young people.
- Develop partnerships with key agencies to support services being delivered on site at the FLC where appropriate/possible.
- Ensure young people are supported to access services e.g. counseling, health support, community activities.
- Work collaboratively with the team to support/develop cultural links, community and family connections which support the engagement andconnection of young people to learning and the wider community.
7. Participates in program provision to ensure wellbeing in an inclusive learning environment
- Participates in the daily routines and activities of the FLC e.g. morning meetings, lunch, camps, staff debriefs
- May undertake a program provision role within the FLC
- Oversees and supports access to a range of programs/activities during the school holidays to maintain connections for vulnerable young people.
8. Carries out duties and tasks that may be reasonably assigned by the Principal from time to time
