We are looking for a motivated individual with a strong track record of successful professional practice and leadership or management experience in a field of education or training that we inspect.  We would welcome applications from candidates with experience of the successful application of quality assurance and improvement approaches and/or inspection in practice. 

Education in Wales is changing, and Estyn’s role in our education system will continue to evolve. As an Assistant Director (Inspection) you will contribute directly to developing our strategic direction and be responsible for supporting strategy and ensuring the:

  • effective operational delivery of Estyn’s strategic objectives and other key cross-cutting strategic issues
  • quality of inspection work by HMI, seconded Additional Inspectors (AI) and external inspectors (including Registered Inspectors and peer inspectors). 

The Assistant Director (Inspection) has an operationally focussed role with specific responsibility to:

  • Lead and set direction for designated inspection sector(s), cross-cutting strategies, projects and corporate responsibilities.
  • Develop and implement inspection frameworks, guidance and practice within designated sector(s) to ensure continuous improvement in performance and inspection practice.
  • Ensure the delivery of high-quality cyclical inspection programmes in designated sectors.
  • Ensure the timely delivery of high-quality allocated thematic review projects
  • Edit, corroborate and quality assure inspection reports on providers causing concern and thematic reports.
  • Contribute to organisational development, the delivery of Estyn’s annual plan and help to manage cultural change.
  • Develop and manage a range of key stakeholder relationships and represent Estyn as the authoritative voice on standards of education in Wales.
  • Lead, advise, inform and influence policy discussions with the Welsh Government and other bodies and agencies on matters relating to Estyn’s education and training remit.
  • Identify and oversee the development of activities to build capacity and promote best practice in the education system in Wales.
  • Participate in high risk inspections and monitoring activities and undertake inspection activity and thematic work to coach, mentor and develop inspectors.

Salary – £61,090 - £71,475 (Grade 6), this post attracts a Recruitment and Retention Allowance of £3,500 per annum

Hours of work – Five-day week (Monday to Friday) of 37 hours excluding lunch breaks

Location – Based in the Cardiff office with some travel required.

  • Sicrhau bod prosiectau adolygiadau thematig a neilltuwyd, o ansawdd uchel, yn cael eu cyflwyno’n amserol.
  • Golygu, cadarnhau a sicrhau ansawdd adroddiadau arolygu ar ddarparwyr sy’n achosi pryder ac adroddiadau thematig.
  • Cyfrannu at ddatblygu sefydliadol, cyflwyno cynllun blynyddol Estyn a helpu i reoli newid diwylliannol.
  • Datblygu a rheoli amrywiaeth o gysylltiadau â rhanddeiliaid allweddol a chynrychioli Estyn fel llais awdurdodol ar safonau addysg yng Nghymru.
  • Arwain, cynghori, hysbysu a dylanwadu ar drafodaethau polisi gyda Llywodraeth Cymru a chyrff ac asiantaethau eraill ar faterion yn ymwneud â chylch gwaith addysg a hyfforddiant Estyn.
  • Nodi a goruchwylio datblygiad gweithgareddau i feithrin gallu a hyrwyddo arfer orau yn y system addysg yng Nghymru.
  • Cymryd rhan mewn arolygiadau a gweithgareddau monitro uchel eu risg ac ymgymryd â gweithgarwch arolygu a gwaith thematig i annog, mentora a datblygu arolygwyr.

Cyflog – £61,090 - £71,475 (Gradd 6). Mae’r swydd hon yn denu Lwfans Recriwtio a Chadw o £3,500 y flwyddyn.

Estyn is the office of Her Majesty’s Chief Inspector of Education and Training in Wales.

Estyn’s aim is to raise standards and quality in education and training in Wales through the inspection of education and training providers in Wales and through the reporting of its findings. 

Estyn is responsible for inspecting: 

• Early years provision in the non-maintained sector;
• Primary schools;
• Secondary schools;
• Special schools (including independent special schools);
• Pupil referral units;
• Independent schools;
• Further education;
• Voluntary youth agencies;
• Local education authorities (LEAs);
• Teacher education and training;
• Work-Based Learning;
• Careers Wales companies;
• The education, guidance and training elements of Jobcentre Plus Programmes;
• Adult Community-Based Learning.

As well as our inspection work, Estyn provides evidence-based advice that contributes to the development of education and lifelong learning policy in Wales.

The advice includes work commissioned annually by the Welsh Assembly Government on specific aspects of education and training.

Estyn is independent of, but funded by, the Welsh Assembly Government under Section 104 of the Government of Wales Act 1998.

Her Majesty’s Chief Inspector and her staff are civil servants. In addition to employed staff and secondees, Estyn contracts with a large number of organisations and independent inspectors to carry out its maintained school inspections and some other work.

Estyn’s main office is in Cardiff with a smaller office in Mold, North Wales.
