The basic reason why the Welsh baccalaureate has been a failure is simple to explain (TES Cymru, August 19).
At its best, it is just a reorganisation of the pre-1951 school certificate, and at its worst a mere reflection of the GNVQ qualification.
The real way forward is to re-examine the work of the great 19th-century educational reformers and their respective reports.
What comes around goes around, and education is no exception to that simple fact.
