THE Government is proposing a radical shake-up of childcare services in the wake of the Victoria Climbie case, which exposed huge failings in child protection. New “children’s trusts” will oversee health, social services and education for vulnerable youngsters who have in the past been overlooked because of poor communication between agencies. The move pre-empts Lord Laming’s report into the torture and murder of eight-year-old Victoria by her father’s aunt and her partner. She died despite the involvement of four local authorities, two police teams and two hospitals.
