Primary schools where 45 per cent or more of pupils are entitled to free school meals will be first in line to join the extension of pilots of the play-based foundation phase for three to seven-year-olds. Jane Davidson, education and lifelong learning minister, said this would mean they could dovetail their work with a new “flying start” initiative offering additional health, education and childcare services to families.
