I am not surprised by the case against East Renfrewshire Council at the Court of Session. The legacy Glasgow City Council was left by Strathclyde Regional Council, in the form of certain Glasgow primary school pupils being located in recognised neighbouring authority schools “as of right”, has been a ticking time bomb waiting to go off for many years.
However, what the case highlights is the obvious failure of both authorities’ social inclusion policies to convince parents that equality of opportunity is a reality now upon us.
No one believes that St Ninian’s High has cornered the market in the best teaching staff. Perhaps it is time Glasgow City Council bit the bullet and recognised the need for radical change in the secondary provision it offers young people.
