GMSC managing director Adrian Pritchard told the conference that Labour has done councils few favours. He said: “The role of the LEA envisaged by Government isn’t as all-inclusive and all-intrusive as we might have feared. And where LEAs have become prematurely aggressive they have been knocked back. I have a very real sense that ministers don’t have much confidence in LEAs as the vehicle for ratcheting up performance.”
