TEACHER governors will be second-class citizens if ministers stick to their plans to change the rules affecting how governing bodies work, the Association of Teachers and Lecturers warns. The union fears the changes will lead to staff representatives automatically being excluded from any discussions on pay or appraisal at governors’ meetings.

The 150,000-strong union is also concerned about plans to allow voting rights to be extended to non-governors, and to enable governing bodies to get rid of co-opted members.
