* The GTCW’s annual accounts show a surplus of pound;349,000 in 2003-4, on an income of pound;6m. Gary Brace earned pound;56,411 last year as chief executive of the council, which has a staff of 23. Former chairman John Andrews was on pound;23,000.

Council members’ expenses almost doubled to pound;37,000. A spokesman said this was because members had been able to claim supply cover costs for their school when they were away attending council meetings and training.

John Valentine Williams, chief executive of ACCAC, the qualifications, curriculum and assessment authority for Wales, earned pound;71,000, including a performance bonus of pound;4,757. Brian Connolly, ACCAC’s chairman until this summer, earned pound;27,000 for a two-day week.

ACCAC, with 92 staff and a pound;12m budget, reported a pound;205,000 surplus for the year despite a 3.9 per cent cut in its Assembly grant.
