Tom Fosten, the only - and part-time - pupil at his school, must have felt crowded out when the inspectors arrived. OFSTED devoted four days and an estimated Pounds 1,500 to compiling a report on Holy Island primary in Northumberland. Nine-year-old Tom might have been able to escape their attentions. When the tide was out he skipped across the mile-long causeway to school on the mainland.
