Labour education spokesman David Blunkett will today tell a conference of the Socialist Educational Association in Birmingham that a new Government method of allocating education funding means that many deprived authorities are losing out.

Tower Hamlets in inner London is losing Pounds 86 per pupil, while the Isles of Scilly gain Pounds 44 per pupil because the additional educational needs weighting (allocated for pupils whose families are on income support) has been frozen at the 1994-95 levels.
