Leisure costs rise

The public is paying more for council leisure facilities while investment in them is falling, the Chartered Institute of Public Finance and Accountancy has found.

Charges for facilities such as football pitches and swimming pools, including concessionary rates for children and senior citizens, have doubled since 1990 - four times the rate of inflation. But local authorities have cut spending this year by 2.4 per cent.
