Loosen up, says Liddell

Helen Liddell urged councils again this week to enter into partnerships as she celebrated success in delivering “a quality free part-time place” for every child in their pre-school year.

The Education Minister warned: “A small number of parents this year were unable to access the place offered to them by their authority because it was incompatible with their work or training commitments.”

“I see the way forward in meeting the needs of these parents as being through the expansion of partnership arrangements. I am pleased that more and more authorities are recognising this and would encourage others, following the principles of best value, to follow suit.”
