The Government’s curriculum quango has published its long-awaited guidance on how schools should foster moral and spiritual development.

The initiative builds on the work of the Values Forum established by Dr Nicholas Tate, chief executive of the Qualifications and Curriculum Authority.

This week the QCA released guidance packs to 150 pilot schools. Of these, 50 will receive specialist assistance in using the pack. The rest will act as a control group. The guidance includes help for schools in forming policies and examples of how such policies might be structured. It is based on the statement of values thrashed out amid some controversy by the Values Forum earlier this year.

These are that pupils should: learn to value themselves, relationships, society, and the environment. They are urged to consider questions of, for example, “inner life”, wisdom, privacy, the common good, and sustainable lifestyle as well as marriage (inserted at the request of religious groups).

The unusual implementation programme should give the QCA evidence of how much support schools need when faced with central directives.
