Problem of problem awareness

The Secretary of State wants primary schools to undertake drugs education, as they have already been urged to raise awareness over the issue of bullying. Does the Government not realise that its policy of promoting competition between schools and the image-building that results, does not lie easy with this social responsibility? One of the first questions that prospective parents ask on hearing that a school has an initiative on bullying is “Why, do you have a problem?”
