Having read the article “Study reveals cost of turning DfES into DCSF” (March 19), may I commend the words of a wiser man than I: “I was to learn later in life that we tend to meet any new situation by re-organising, and a wonderful method it can be for creating the illusion of progress, while producing confusion, inefficiency and demoralisation.”

The writer was the Roman senator Caius Petronius, the date was 66 AD. It appears that little changes, including government incompetence and its desire to spend taxpayers’ money to little or no effect.
