A school council can be an important catalyst for change, but it is not a panacea, says a report by the National Foundation for Educational Research.
A study during three terms in 200001 of 25 primary and 25 secondaries across England and Wales showed an increasing interest in school councils to demonstrate their commitment to citizenship education and personal and social learning. But setting up a council is not necessarily a guarantee of student participation, positive attitudes or progressive practices in school, warns the report.
