Section 11 rethink

A Labour government would conduct a radical review of funding which currently provides extra help in learning English for ethnic minority children, the party’s education spokesman David Blunkett said this week.

The review would consider the future of Section 11 funding and look at ways of integrating it with the single regeneration budget, used to fund schemes in deprived areas, and European Commission cash. Mr Blunkett said the review would consider basing the Section 11 scheme - currently at the Home Office - at the Department for Education and Employment.
