Who is that peering a little anxiously out from behind the bulky figure of Home Secretary Charles Clarke as he tries to track down elusive foreign felons? Why, it is Sir David Normington, formerly top official at the Department for Education and Skills, who moved across to join his old boss at the Home Office at the turn of the year. How Sir David must be regretting that now. But he has emerged beaming from crises before. Shortly after he was promoted to the top job at the DfES, Estelle Morris took over as education secretary. She was to resign only 16 months later, after the furore over A-levels.
