Striking a balance on inspections

Back in the 1990s when I first joined the Further Education Funding Council inspectorate, the grade that we now know as “satisfactory” was called “a balance of strengths and weaknesses”. This worked well as it acknowledged the good aspects of provision while recognising that some improvement was also needed.
