Affairs between teenagers and their teachers or care workers could be outlawed under proposals being considered by Home Office, education and health ministers. One option is to raise the age of consent from 16 to 18 for young people and teachers or social workers who have responsibility for their care. The aim is to protect vulnerable teenagers from predatory adults who exploit their positions of power.
