Test failures ordered to repeat year;In brief

Nine-year-olds who fail a tough new English test will be made to repeat a year in New York city. In one paper in this month’s tests, students have to listen to two readings of a text, take notes and spend 50 minutes writing short answers and two essays on it - without reading it. In Britian even 11-year-olds are not asked to answer questions on texts they can only listen to.
