Test results of five-year-old children will be too unreliable for league tables, says a pamphlet on assessment soon to be published.
Professor Caroline Gipps, an assessment specialist at the London Institute of Education, says in the pamphlet that only people with little understanding of child development could think that testing five-year-olds could produce reliable evidence for the league tables at seven. The pamphlet will be published by the British Curriculum Foundation, an independent group launched this month to explore new and radical ideas.
