Heads will have to sign declarations that national curriculum tests have been administered fairly and properly from next year.
In a package of reforms intended to prevent any cheating in the tests at 11 and 14, papers will not be delivered to schools until close to the day when pupils will sit them. The package must remain unopened until one hour before use, and there will be spot checks for any abuse. Education minister Estelle Morris said the overwhelming majority of teachers carried out the tests professionally but the new rules should guarantee absolute confidence.
