COUNCILS must meet tough new targets on library opening hours and book-buying within three years. Ministers hope the Public Library Standards, based on the performance of the top 25 per cent of authorities, will halt years of under-investmnt in libraries and help turn them into “street-corner universities”. Libraries will be expected to replace their entire book stock every eight-and-a-half years and to attract an average of six visits a year from each resident.
