* Welsh councils are making a bid to reclaim some responsibility for post-16 education, as the funding council for the sector prepares for a takeover by the Welsh Assembly government.
Last month, first minister Rhodri Morgan announced plans to bring ELWa, the troubled post-16 funding agency, directly under the control of the Assembly.
Now the Welsh Local Government Association is consulting members to see if they could deliver services such as sixth-form provision and community regeneration. These could be delivered via new “local community strategies”, says the WLGA.
