The Welsh Assembly is to debate whether it should be granted full legislative powers, enabling teachers’ pay and conditions to be determined locally. The debate after Easter follows publication this week of the report of the Richard Commission on electoral powers in Wales. Teachers’ pay and conditions in Wales are currently dictated by Westminster.
