The EIS were attacked last week by Mr Henry Barter, secretary of the Honours Graduate Teachers’ Association, for institute policy towards teachers with honours degrees.

Speaking in Glasgow, he said: “There is no doubt that this policy has led to the production of the SED’s Green Paper on the structure of promoted posts in secondary schools, in which it was recommended to remove all promotion priorities from honours graduates” TES Scotland, may 14, 1971
