NCVQ must: * write clearer units, stressing knowledge * simplify grading criteria * ensure better quality control for GNVQ centres Awarding bodies should: * give schools more help on assessment * make tougher external checks on standards * improve and diversify external tests Schools and colleges need to: * plan work more rigorously to a timetable * involve English, maths and IT teachers in GNVQ teaching teams * extend business and community links * ensure rigorous internal assessment * make better use of external cash for in-service training * give better student guidance and cut drop-out rates.
