"Children are missing out on the chance of adoption because all too often courts are trying to keep families together at all costs. A new adoption act to override the Children Act may be the only way to change courts' behaviour," he said.
A change in the law to make it easier for children to be adopted has been proposed by Lord Warner, chair of the Youth Justice Board - the quango that monitors justice for children.
