All degrees to cost top fees

Almost every university in the country is likely to charge students the maximum top-up fees of pound;3,000 a year, according to the Government's fair access watchdog.

Sir Martin Harris, head of the Office for Fair Access to higher education (Offa), said all but one of the universities which have named their fees are planning to charge as much as possible.
