THE GENERAL Teaching Council should be given the power to set competencies - or teaching skills - to determine teachers’ pay but should not link them to pupil performance, according to Don Foster, Liberal Democrat education spokesman. He said the competencies would be agreed by the profession and the GTC. He said David Blunkett should have a significant rethink on appraisal and called it a folly to press through his proposals against the wishes of teachers.
