The majority of the 152 local authorities in England have procedures in place to manage asbestos, the Health and Safety Executive (HSE) has said. In an online survey, 110 satisfied the executive. The findings have been criticised by teaching unions because the 42 authorities that failed to reply were visited by HSE inspectors, who found 32 needed to make improvements.
