AT the end of another target-education year let us get one matter clear.

The proposed UK baccalaureate is nothing more than a rediscovery and reshaping of the old School Certificate which ended with the introduction of the GCE in 1951.

It must not be confused with the French Baccalaureat or the German Abitur as its international standing will be much lower.
