The chief inspector maintains that there are 15,000 inadequate teachers in our schools.

He certainly didn’t get his information from the Office for Standards in Education inspections which he administers. He ought to know that OFSTED inspectors are required to grade the lessons they observe, not the teachers. If one poor lesson suggests a poor teacher, what does one daft statement tell us about a chief inspector?
