Ballast for Falkirk

Donald Dewar, the Scottish Secretary, has publicly backed the privately funded school programme in Falkirk, in the face of continuing union criticisms of the policy. The council finally sealed the deal this week to replace four secondaries and a special needs school in a Pounds 70 million building programme by August 2000.
