The SQA could extend the national assessment bank if it proves successful in supporting the Higher Still programme. The bank produces materials for teachers to test pupils after they complete the internally assessed units which go to make up courses at the five levels of Higher Still.

Ron Tuck said afterwards that future plans were no more than “a twinkle in the eye”. But, he added, if people ask for an assessment bank to include higher national certificate and diploma courses, “we’ll be happy to respond”.

It could also be extended to the knowledge-based aspects of SVQs, which are delivered and assessed in the workplace.

“Such an approach is cost-effective and it guarantees quality because the materials are produced centrally. On the other hand, there are issues of ownership and of staff motivation which have to be addressed,” Mr Tuck said.
