Benefit clampdown

Single parents should be be required to work and have strict time limits imposed on benefits entitlements, a report from the Social Market Foundation concluded this week. The author is Jean Rogers, director of welfare programmes in Wisconsin, USA, where taking a tough line is reported to have cut "dependecy" by more than 60 per cent.
