“In examining these issues, I propose to conduct widespread consultation, involving a number of conferences on particular issues and a number of general conferences, an invitation to contribute to interested organisations and institutions, research into the causes of wastage and non-completion in 16-19 qualifications and into the views of students on their courses; as well as into the scope for developing some courses in which the early part is common to both the GNVQ and A-level.

“I propose to work in consultation with Michael Heron, chairman of the National Council for Vocational Qualifications; Gordon Beaumont, who is chairing a group to assess the review of the top 100 NVQs; Rudi Plaut, the chairman of the Curriculum and Assessment Authority for Wales (ACAC); the Department of Education for Northern Ireland; the Council for the Curriculum, Examinations and Assessment (Northern Ireland) and the Training and Employment Agency in Northern Ireland; other relevant bodies; and the Government departments that have commissioned this review.
