A REPORT to be published this month by the Government’s Social Exclusion Unit will warn boys they can’t walk away from their responsibilities if they become teenage fathers. It is thought the proposals include making teenage boys pay towards the upbringing of their children, and allowing under-age girls to obtain condoms from school, although this is dismissed as “pure speculation” by a Whitehall source.
