North and south of the border the Government is making much of the success of nursery vouchers. Of course almost all parents of four- year-olds will take up the offer. It is the way to get pre-school education.

But that does not mean parents approve of the mechanics. Most would prefer local authorities to offer places on the same basis as primary and secondary pupils are admitted. Passing notional cheques for Pounds 1,100 from one person to another smacks of the Monopoly board rather than real life. It must create unnecessary bureaucracy.
