Mr Woodhead told education officers and councillors to call him if they were concerned about the performance of a school between scheduled OFSTED inspections.

He promised a prompt visit from inspectors, if OFSTED shared the education authority’s concerns, to help spur improvements and open up access to the school for local officers facing opposition from governors.
