Primary schools offer practically no formal citizenship education and do not introduce issues of democracy and justice to children. Annabelle Dixon, last year’s TES research fellow, reached these conclusions after a year-long project at Lucy Cavendish College, Cambridge. Citizenship at key stage 1 simply taught rules and obedience while debate, critical thinking and teamwork was only considered suitable for older children, interviews with 10 headteachers showed.
