Nick Clegg, the Liberal Democrat leader, has said plans for university technical colleges (UTCs) do not go far enough, and every 14- year-old should have the right to study at a college. He said: “We believe 14-year-olds should have a right to study at a college if their school does not offer the course they want to study. Allowing students at this earlier stage to access the many varied courses offered by colleges will keep them interested in learning relevant to them and allow them to acquire the skills they will need for adult life.”
