New guidelines allowing local authorities to intervene in schools with below-average exam results, high staff turnover, declining rolls or high truancy and exclusion rates have been described as “unwelcome” by a teaching union. The Association of Teachers and Lecturers said it “was no substitute for a comprehensive approach to support for schools in difficulty.” Ministers had said parents should not have to put up with “poor schools”.
