The amendment would empower the commissioner to help a child bring legal proceedings, if no one else can provide such support, and give him or her an independent role protecting young people's human rights.
Peers have backed a move to give extra powers to the planned children's commissioner, causing a government defeat in the House of Lords. The Liberal Democrat amendment to the Children Bill was supported by the Conservatives and carried by 114 votes to 93.
