SOUTH AFRICA: Eleventh-hour concessions on three controversial clauses - including one on education - enabled South Africa’s parliament to agree a final constitution.
After weeks of negotiations, agreement was reached between the ruling African National Congress and the conservative National Party. The National Party conceded on education - Afrikaners had wanted single-language schools in the constitution - and on a labour clause, while the ANC agreed to private property guarantees.
