The annual TESS survey of council education budgets finds some growth in spending - but not a lot.

"Not an expansionist budget - but a prudent one" was how East Renfrewshire council leader Jim Fletcher summed up his authority's sums for the 2010-11 financial year - and that about sums it up for Scotland as a whole.

If it were not for the extra cash which councils have been freed to throw at reducing class sizes for P1-3 pupils, more teaching jobs would have disappeared:
