Head will be able to delegate powers to fine truants’ parents to other senior school staff. New guidance on the penalty notices shows that heads will be able to let deputy and assistant heads take charge of giving the on-the-spot fines of up to pound;100 instead. Governors will be required to agree before heads or any other staff can start using the penalties.
