The seminar, which discussed how schools can help the children of overseas businessmen, heard of an interesting Japanese concept from the splendidly named Hiroko Mackenzie of South Lanarkshire Council.

Japanese parents choose schools partly on the basis of their “deviation value”, she said. King of the targets Douglas Osler found the notion “intriguing”.

With only the wryest of smiles, the senior chief inspector said: “Watch this space.”
